Abia State Government to Begin Construction of 10,000-Capacity Modular Refinery in May 2025
In a bold move aimed at accelerating industrial growth and enhancing energy self-sufficiency, the Abia State Government has officially announced plans to commence the construction of a 10,000 barrels-per-day (bpd) modular refinery in May 2025. The project, which is part of Governor Alex Otti's broader economic development strategy, marks a significant milestone in the state’s quest to position itself as a major player in Nigeria’s oil and gas sector.
Speaking during a press briefing in Umuahia, the Commissioner for Petroleum and Natural Resources, Hon. Chijioke Mba, revealed that the refinery will be sited in the oil-rich Ukwa West Local Government Area, a strategic location that offers proximity to crude oil supply and logistical advantages. According to him, the facility is designed to process locally sourced crude oil and will focus on the production of refined petroleum products such as diesel, kerosene, naphtha, and fuel oil, significantly reducing dependence on imported fuels.
“The modular refinery project is a game-changer for Abia State,” Hon. Mba stated. “It will not only enhance our internal revenue generation but also create thousands of direct and indirect jobs, drive local content development, and boost infrastructure in the host communities.”
The state government confirmed that the project is being developed in partnership with leading private investors and technical partners, with preliminary feasibility studies, environmental impact assessments, and regulatory approvals already underway. Groundbreaking is expected to take place in early May 2025, with an estimated completion timeline of 18 to 24 months.
Governor Otti, who has prioritized industrialization and energy sector reforms since taking office, reiterated his administration’s commitment to transparency, sustainability, and economic inclusiveness. “This refinery is a legacy project that will benefit not only Abians but all Nigerians,” he said.
Stakeholders across the region have lauded the initiative, viewing it as a step towards repositioning Abia State as a hub for energy production and a catalyst for regional development.
